LONG TERM EXPECTED IMPACTS OF THIS AREA OF WORK FOR THE COMMUNITY:
The CDP is continually sourcing funding from the State and its Agencies to achieve the following Infrastructural projects on behalf of the Island.
As this is a huge area in relation to the CDP work plan for 2007-2009 and involves seeking funding from many areas, it is broken down into sub-headings for easier reading and understanding. This following list of work details the involvement in the many projects the CDP works on in the area of infrastructure. Separate to this the CDP office makes a detailed submission (see appendix) to Galway County Council and the DCRGA ‘Islands Division’ (who are the principle funders of this list of infrastructure projects on the Islands) in relation to their Islands Budget. The CDP is continually sourcing funding from the State and its Agencies to achieve the following Infrastructural projects on behalf of the Island. The long term impact of these projects are self-explanatory in themselves as individual pieces of work and the CDP endeavours to bring these projects to fruition for the benefit of all the Islanders now and into the future. In time the Development Company through the CDP can measure the true effect of the long-term impacts, through the ongoing reviews. |

| Development of Football Field Clubhouse |

| The Inishbofin Development Company have developed a football field, with funding from Department of Community, Rural and Gaeltacht Affairs, on Inishbofin and the work was completed in August of 2003. The pitch was ready for playing on in the late summer of 2004. The All Ireland Islands Men and Women’s Football competition was held on the first week of October 2004 on Inishbofin. The official opening of the pitch by Minister O Cuiv and the hosting of an all Ireland tournament was a very special and proud occasion for the Island. The second phase of the development of the playing field will begin early this year; this involves getting plans, planning permission and the building of a clubhouse with showers, changing rooms and toilets and equipment storage room. |
To draw up plans for the Clubhouse, submit the plans for planning and hopefully achieve full planning permission in 07. (Planning is a very difficult and drawn out process on the Islands) |
To submit our proposal for a Clubhouse to the DCRGA ‘Islands Division’ for funding and on approval to go out to tender and appoint a contractor before the end of 08 and begin construction. |

| Air Service |

| After many years of lobbying the Development Company through the CDP secured the decision from the DCRGA to provide Inishbofin with an Air Service. DCRGA ‘Islands Division’ were successful in their application to the GCC planning authority for the provision of an airstrip on the island. The construction was due to start in August 2005 as a contractor has been awarded the tender. The Contractor still has not started work on the project and this project to date has been very badly handled and the CDP Office is hopeful the project can restart in 07. This service will be of a major asset to the community along with providing a wider timetable for getting on and off the island. |
To keep the pressure on all the players involved in this project and get the construction restarted in 07. |
To ensure the construction is completed in early 08. In parallel to ensure the contract for the Air Service is advertised and that a company is appointed to run the service on completion of the airport and no further time is lost. |

| Development of Childcare Facilities |

An extension to the Community Centre for a purpose-built Crèche and After School is now ready for the application stage for funding and if achieved would take care of the needs for many years in the childcare sector on the island.
Funding has been achieved for the construction of a playground at the community centre, which was finished in early spring 2005; a second phase ‘amenity area’ will be finished in 07.

| Development of the Community Resource Centre |

| The Community Centre does not comply with Document M under the Disability Act. In 2004 we had plans drawn up for this extension to the centre and we were successful in getting planning permission. The Project Co-Ordinator got a general agreement from the Islands Division to seek tenders for the contract of work. The successful tender was submitted to the Islands Division and funding was awarded in late 2005 and construction began in early 06. The completion of this extension would mean that the Community Centre could be maximised to its full potential for all who use it. The extension is costing €200,000 euro and the community contribution is €40,000 which the CDP through a fundraising drive will have to secure as soon as possible. This puts considerable financial strain on the Development Company and the CDP who will be the principle players in organising all fund raising activity. The ongoing development of the Community Centre is fundamental to the future of Inishbofin as the building is the focal point for the community. |
To complete the construction of the extension to the Community Centre, which includes a new stair well, a lift, two new offices and storage space. To officially open the Extension when it’s complete. |
To re lay out the use of the rooms in the Centre as pre our present plan. This will involve the switching around of some of the rooms as per their use and space. To re fit the kitchen to bring it up to full kitchen standard. All above subject to approved funding. |

| Development of Broadband |

| Inishbofin Island CDP as the lead partner has formed a Co-Op with Inishturk CDP, Clare Island CDP and West Training as part of a proposal to achieve the delivery of broadband to this area. We submitted an application to the Department of Communications for funding and were awarded a grant in late 05. We began construction of the network infrastructure in the summer of 05 and the project was established in 06. Broadband is crucial to the overall development of the islands moving forward in relation to communications for education, health, employment etc. The delivery of broadband is crucial in the context of the islands geographically situation as the delivery of broadband overcomes geographical isolation in relation to employment in the IT sector on the islands. |
To upgrade the equipment with the new equipment that is now on the market to ensure the continued delivery of this crucial service for the Islands.
To promote the service and try to encourage users to look at the service with employment opportunities in mind. |

| Development of a New Health Centre |

| The CDP Co-Ordinator has for some time now been actively involved in trying to get a new health Clinic for the Island. The Co-Ordinator got the Western Health Board Heads (now HSE) of Departments on the Island for a meeting and showed them the rundown existing clinic, which is in a prefab building. After this meeting the building was condemned on several levels. This led the way to progressively look for a new building. The HSE are now in the process of obtaining more land onto their existing site and the new building plans are to be submitted for planning in early spring. |
To acquire the necessary land east of the existing site to make enough footprint for the new building. To submit the plans for planning permission and hopefully achieve planning permission in 07 |

| Development of a Fire Service On The Island |

| Inishbofin has no access to a fire service. The island needs to be supplied with a fire engine and a panel of the Island population provided with the training and funding necessary to carry out the service. |
To bring it home to the players concerned that they are in breech of several laws by the non-provision of a fire service for the Islands with a view to establishing a permanent fire service for the Island. |
To obtain funds to construct a fire house on the Island and all the necessary equipment and training to continue the service. |

| Development of Facilities for the Elderly |

The provision of social housing may be the ideal opportunity for the community to construct a day care centre and a respite/residential care unit. This is now at the initial stage of deciding what is necessary within the community. There is a site for this development earmarked, which would be next door to the proposed new Health Centre.

The CDP Office is moving towards obtaining a plan for development of this site but this is currently compromised time wise until the new Health Centre site boundary is decided as the rest of the land is where the planned social housing project will be located. The expected outcome for 07 is to have plans drawn up for the development of this site. |

| Development & Management of Adequate Waste Removal and Recycling Programme |

Galway County Council agreed to fund a proposal from the Development Company regarding the employment of a waste manager on the Island with responsibility for all waste problems, under contract with the GCC. While the main parts of the programme have been implemented there is still much work to be completed, especially in the area of recycling.
While the vast majority of glass and aluminium cans are being recycled a radical review of food waste, plastics, paper and cardboard needs to be carried out. There is much progress to be made in the areas of composting, paper and tin recycling. It is paramount that Galway County Council assists the waste manager on the Island in every way to implement a comprehensive recycling programme, which will complement the current recycling effort of bottles and aluminium cans, and the school green flag-recycling programme. |
A disused building on the old pier has been submitted for planning permission for redevelopment to house a cardboard and plastic bailing machine in order to recycle all the cardboard and plastic on the Island. |
To explore a community based biodegradable solution to the disposal of food waste on the Island and develop a site to hold this facility. |

| Conservation of Sensitive Eco-systems such as Duach Beach |

This project is ongoing and will continue for the foreseeable future. Due to the continued movement of sand it is necessary to continue existing work and examine alternative methods of trapping sand.

There is still a huge amount of Infrastructural work the CDP looks for funding for and this funding comes from the DCRGA ‘Islands Division’ and Galway County Council budgets directly. The submission is included with the work plan as an attachment as there is too much content (with photos) to include in this format. This list of work, (along with everything else) the sourcing of the funding and the management of the individual projects puts immense time constraints on the work of the CDP.
