LONG TERM EXPECTED IMPACTS OF THIS AREA OF WORK FOR THE COMMUNITY:

To maintain the current level of activity and develop the capacity of the community to address disadvantage, social exclusion and isolation by providing information, advice, facilities and the development of the island work plan into the future.

The Inishbofin Development Company through the CDP will strive to maintain the current level of activity and develop the capacity of the community to address disadvantage, social exclusion and isolation by providing information, advice, facilities and referral as well as a contact point for the community on a very wide range of topics as the CDP office is the only facility on the Island that can provide such services. The impact the CDP has had on the Island over the last twelve years has brought about a very solid feeling on the Island about moving into the future and the CDP is crucial to the future progress of the whole Island community and this is based on at least a ten year view of where the Islanders want to see their needs and future, both on the human and physical development of the Island community as a whole, moving forward.

To improve the social, leisure and educational needs of the Islanders of all the different age categories, as well as providing greater awareness of entitlements and services. To continue to promote the use of the Community Centre and to complete the new extension to further enhance the use of the Centre for the Island.

The Co-Ordinator to move into a new office to facilitate the public who wish to visit and to overcome the current overcrowding in one office.

To continue to promote the use of the Community Centre and to rearrange the use of the rooms and to develop the kitchen so as the building realises its full potential.

To create a more used friendly CDP experience by having two offices and more room to incorporate the needs of the Islands most used service.

To finish the Childcare extension on the east side of the Community Centre so that current room allocated for the playgroup can be reallocated to its original use that of a small café in the community centre.

Actions

Provision and Management of Rural Transport Initiative

     

From September to June the bus transports children to and from school. This service will not be provided by the Department of Education because no child on the island lives outside the standard two and three mile limit. As weather conditions on an Island can be very inclement during the winter season the Board felt it was necessary to provide for the school going children.

 

Throughout the year the bus is used by members of the local community for excursions to the shop, church and ferry. There is a designated timetable for the service, but the mini-bus can be privately hired outside of these hours.
During the summer months the mini-bus is used to transport visitors to and from the ferries as well as offering tours of the Island.

LONG TERM EXPECTED IMPACTS OF THIS AREA OF WORK FOR THE COMMUNITY:

To promote the Project Maintenance, Networking and Lobbying of the core Project responsibilities.

The residents of Inishbofin, which would be regarded as the local area/target group, every two years, elect seven people to the Board of Management. Residents of Inishbofin are defined as those registered on the local County Council electoral list and living on Inishbofin. This system has proven to be totally transparent, open and fair, as a method of electing the Board and this system will not change for the foreseeable future. This system has ensured a good cross section of the community over the years and there are no restrictions on who can stand for election bar the age limit of eighteen years of age. It is after the election process that all the internal organisational development would take place for the Board Members. The CDP staff would continue to up skill in the relevant areas as the workload grows.

To promote the development of the management committee in coping with the demands of their elected positions and their responsibilities around company law and the overseeing of the Islands work plan along with regular staff and work audits.
Actions
To prepare for the up coming elections in April 07 and to ensure new members elected to the Board take part in training with our RSA and are informed of their legal responsibilities and commitment to delivering on the Island work plan. To continue to organise management training sessions with our RSA around the rolls and responsibilities of the Board of Management. Staff Support and Supervision      

One-to-one meetings between the employee and the Staff Liaison group of the Board will take place on a regular basis.

With the approval of the Board and subject to the budget the employee may also avail of external support.

The purpose of the support and supervision that is available to employees is:
1.         To provide a regular space for employees to reflect upon the content and       process of their work.
2.         To develop understanding and skills within the work.
3.         To receive information and another perspective concerning ones work.
4.         To receive validation and support as a worker.
5.         To ensure that employees are not left to carry unnecessary difficulties or problems alone.

 

Personnel Files

A file will be kept for each employee which will include information such as their Contract of Employment, salary, increments, Annual Leave, Sick Leave Details, Medical Certificates, Records of Appraisals, Disciplinary or Grievance Procedures, Review Notes, etc.
Employees are entitled to inspect their own Personnel Files.

Staff Liaison Committee

There is one permanent member of the Board appointed as a staff liaison. The staff liaison is a first point of contact by the staff, and the committee meet on request by the staff liaison Board member in relation to its role. The role of the Staff Liaison Committee is as follows:
1.         To ensure the implementation of the Organisation’s employment policies in accordance with the employee’s Contract of Employment.
2.         To ensure the fulfilment of the Boards financial and legal responsibilities to employees (i.e. the Organisation is registered as an employer, employers liability insurance is secured).
3.         To regularly evaluate the Terms and Conditions of Employment within the organisation and to report to the Board about any changes necessary.
4.         To keep up-to-date on new legislation, including Health and Safety legislation, and changes in employment practice and to bring such information to the Board, for discussion and include such changes in the Terms and Conditions of Employment.
5.         To build and maintain good management/employee relations and communication systems within the Organisation.
6.         To ensure that employees receive the support, supervision and training required in assisting them to do their jobs to the best of their ability.
7.         To participate in training that is relevant to employment practices.
8.         To co-ordinate disciplinary and grievance matters according to the agreed procedures.
9.         To co-ordinate recruitment, selection and induction procedures.

Regional Support Agency

The Role of the Regional Support Agency:

     

West Training & Development are the Regional Support Agency for Inishbofin CDP, they advise and support our project and are an instrumental part of the smooth running of our CDP.  They provide training for Management in roles and responsibilities, Recruitment, Policies and Procedures and Interviewing Skills.  Also attendance at Management meetings, development of Inter Island Network, attendance and support for networking meetings and provide support for policy work.

West Training & Development is a support and development organisation committed to working within the guiding principles of the Community Development Support Programmes in order to promote and practice equality, inclusion and participation so as to bring about social change.

West Training & Development aims are to provide support to and facilitate the development of Community Development Projects, through a community development approach and be actively involved in the overall Community Development Programmes of which the Inishbofin CDP is part of.

The Key Areas Where West Training Support The Inishbofin CDP Are:

  • Provide ongoing support, development and training to the Projects management committee, staff and working groups.

 

  • Facilitate and participate in networking at regional and national levels.
  • Enable our project to engage in policy issues.

 

  • Promote the Community Development Programme.
  • Working with and supporting the Projects Management Committee, Development Officer and Administrator through regular contact and meetings, establishing networks and links with other CDPs.

 

  • Help and support the compiling of the work plan.

 

The support and advice provided by West Training is a key factor in the management and effective running of the Inishbofin Community Development Program.

The Board through the CDP, in consultation and cooperation with the other voluntary groups on the Island as well as the Island community in general will implement the work plan through the Project Co-Ordinator and Administrator, in conjunction with state departments and state agencies. This will ensure the maintenance of the project by fulfilling our respective obligations. The Board through the CDP will ensure that the project continues it’s networking in order to stay in touch with the relevant organisations. The Board through the CDP will also continue to lobby on behalf of the community any projects that are being stalled or ignored by the relevant authorities
